Dr. Tehila Kalagy is a senior lecturer and, since 2025, head of the Department of Public Policy and Management at the Guilford Glazer Faculty of Business and Management, Ben-Gurion University of the Negev. Her research examines the impact of public policy on minority populations in Israel, particularly the Haredi (ultra-Orthodox), Arab, and Bedouin communities. She specializes in designing and implementing culturally competent policies in the fields of education, employment, welfare, public health, and the environment.
As the former director of the Haredi College of Jerusalem, Dr. Kalagy led the development of specialized academic programs tailored to the Haredi community. Her research integrates analysis of social, economic, and cultural processes with a commitment to advancing social justice and equity. Her work has informed policymaking across government ministries and initiatives, including the five-year plan for the Haredi community and research on kosher energy for the Ministry of Energy. She has received competitive research grants and published articles in leading journals across various fields.
