Ofek Riemer

Ofek Riemer examines the authorized disclosure of secret
intelligence information and assessments as a tool of foreign policy. He notes
this is not a new development but one which is becoming increasingly
prevalent. Riemer asserts that while not a silver bullet, under conditions where
outright warfare has not yet broken out, official public intelligence disclosure
allows a state to manipulate the decision calculus and perceptions of foreign
governments and publics to obtain deterrence, compellence, and legitimacy
for their foreign policy.
