Full-Time Commitment to the Institution Grant
Regular Track, and Experts and Creators Track
A faculty member on the regular track, or the experts and creators track, is eligible for this supplement if employed full-time and if income from additional employment does not exceed a specified monthly amount, which is updated twice a year, in accordance with the Rules Governing Full-Time Commitment to the Institution.
Payment is made four times a year: in the November and February salaries for declarations submitted in October, and in the May and August salaries for declarations submitted in March.
Parallel Track
A faculty member on the parallel track is eligible for this supplement if employed full-time and if income from additional employment does not exceed a specified monthly amount, which is updated twice a year, in accordance with the Rules Governing Full-Time Commitment to the Institution. Payment is made monthly.
Guidelines and Clarifications for Determining Eligibility for Half of the University Academic Grant for Full-Time Commitment to the Institution
- The Full-Time Commitment to the Institution Grant is intended to reward a full-time senior academic faculty member who devotes all of their time to teaching and research and does not engage in any additional employment. Accordingly, only a faculty member who does not engage in any additional employment is eligible for the grant.
- (a) The grant is paid on the basis of a declaration submitted by the faculty member twice a year:
- During April, for the period October–February.
- During October, for the period March–September.
(b) A faculty member who, according to their declaration, is eligible for the grant but did not work for part of the year is eligible for a partial grant in proportion to the number of months worked (one-fifth of the grant for each month of employment). Where a faculty member worked for only part of a month, employment of up to 14 days does not confer eligibility; employment of 15 days or more confers eligibility for one-fifth of the grant.
- In the declaration for the period March–September, the faculty member must specify which summer month the declaration covers (one of the following three months: July, August, or September).
- Notwithstanding section 1 above, it has been agreed that the grant may also be awarded to a faculty member who undertakes additional employment, in accordance with the academic regulations applicable at their institution, provided that income from such employment does not exceed:
- NIS 3,799 per month for a Lecturer or Senior Lecturer, or NIS 4,277 per month for an Associate Professor or Full Professor; or
- NIS 18,995 in total for the reporting period for a Lecturer or Senior Lecturer; or
- NIS 21,383 in total for the reporting period for an Associate Professor or Full Professor.
In other words, a faculty member whose total income from all sources combined exceeds the amounts above is not eligible for the grant, even if one or more occasional payments relating to that period were received at other times.
(The amounts are correct for the March 2025–August 2025 reporting period.)
- For the avoidance of doubt, income for work performed during the months covered by the declaration is taken into account when eligibility for the grant is calculated, even if payment was received during months not covered by the faculty member’s declaration (two of the months of July, August, and September).
- Several exceptions to the condition in section 4 above have been agreed. Where a faculty member undertakes one of the forms of employment listed below within the permitted limits, the amount of income is disregarded when determining eligibility for this grant, provided that it is the faculty member’s only additional employment.
The exceptions are:
(a) Teaching in:
- Pre-academic preparatory programs.
- Courses for overseas students that are funded and approved by the Jewish Agency for Israel.
- Courses for science-oriented youth.
- Study programs intended for the security forces, excluding employees of the Ministry of Defence.
- The Eilat Campus.
Such employment will be recognised only where the faculty member is employed as an adjunct lecturer, for no more than four hours per week.
(b) Teaching at another university in Israel in a program leading to an academic degree, excluding external studies, provided that:
- The employment has received special approval, for each semester, from the rectors of both institutions concerned and appears on a detailed list of named faculty members.
- The faculty member is employed as an adjunct lecturer for no more than four hours per week.
(c) Teaching in another faculty at the same university in a program leading to an academic degree, excluding external studies, and/or employment in research and teaching by a University subsidiary, provided that:
- The employment has received the Rector’s special approval for a defined and limited period and appears on a detailed list of named faculty members.
- The faculty member is employed as an adjunct lecturer for no more than four hours per week.
- To avoid doubt, the source-of-income test applies as an alternative to the exceptions in section 6, not in addition to them. Where income is received from both an excepted source and other sources, the income ceiling applies to income from all sources, including excepted sources.
For example:
(a) A person who earned NIS 8,000 during the reporting period from courses for science-oriented youth may earn up to a further NIS 11,033/NIS 13,426 from other sources during that period.
(b) A person who earned NIS 19,033/NIS 21,426 from one of the excepted sources: any additional income will be added to that amount, and the person will therefore not be eligible for this grant.
- Any other work at the University, including external studies and/or employment in research and teaching by a University subsidiary, is regarded as work outside the University and is subject to the ceiling on additional income specified in section 4 above.
- Payment Dates for the Full-Time Commitment to the Institution Grant
Grants for Semester 1 are paid in the May and August salaries.
Grants for Semester 2 are paid in the November and February salaries.
For academic faculty members on the parallel track, the grants are paid monthly.
- Any request for the Rector’s approval involving employment at another university, including the Open University of Israel, must specify the nature of the work for which approval is sought. This is required in order to confirm that the request relates to a degree program, as required.
- (a) A person appointed to a full-time senior academic faculty position at the institution for the first time may submit a full-time commitment declaration in the March or October following the commencement of the appointment, as specified in section 2 above.
(b) Where a faculty member who is about to take sabbatical leave or unpaid leave has submitted a full-time commitment declaration, the grant to which the faculty member is entitled under that declaration will be paid shortly before the leave begins.
(c) There is no entitlement to the academic grant during a period of sabbatical leave, whether in Israel or abroad.
(d) A faculty member returning from sabbatical leave or unpaid leave is subject to the provisions of subsection (a) above.
(e) Where a faculty member’s employment at the institution has ended, the provisions of subsection (b) above apply.
