Disability advocacy and patient organizations are increasingly involved in lobbying, advocating, providing community service, raising public awareness and solidarity, participating in decision-making and collaborative research projects, etc.  As such, they play an important role in policy deliberations and influence the public through their campaigns. This activity raises important theoretical as well as practical questions concerning social, governmental and organizational aspects. Disability advocacy organizations represent the needs, wishes and interests of specific patient groups, but still, very little is known about the cultural and organizational dynamics of this representation. This qualitative study focuses on associations FOR and OF people such as associations of and for people on the autism spectrum, associations for people with dementia and Alzheimer's, and associations for people with mental illness. In this project we will focus on the groups' interests, organizational dimensions and dynamics of representation (for example: how and whose interests are reflected in the advocacy of these groups and the ways in which they deal with potentially different patient representations); and will develop a theoretical account of concepts of “collective autonomy”, “collective representation” and “collective agency".

To scrutinize to what extent the positions of such organizations are influenced by cultural factors as well as their organizational context, this cross-cultural research compares the positions of similar German and Israeli organizations.

Amongst other topics of self and collective representation we plan to focus on the recent debate concerning guardianship. One of the complex issues discussed by various disability advocacy organizations is the requirement for a guardian for financial affairs and the potential alternatives (such as supported decision-making) that will recognize the legal capacity of every person with a disability to make any financial decision. This debate is of high relevance to the organizations being studied. 

 

The main research steps are:

(1) Analysis of comparative background and baseline information;

(2) Interviews with officials and members;

(3) Comparative analysis of positions and argumentation, especially regarding organizational patterns and processes of decision-making and representation, sensitive to the relevant organizational and socio-cultural contexts;

(4)Development of socio-ethical and organizational approach for concepts such as collective representation, advocacy and autonomy;

(5) Dialogue and reflection with key participants;

השתתפות מאורגנת של אנשים עם מוגבלות  בתחום הבריאות: סינגור קולקטיבי, ייצוג ואוטונומיה מפרספקטיבה חברתית ואתית 

 

ארגונים לאנשים עם מוגבלויות ממלאים תפקיד הולך וגדל בהקשרים שונים, הכוללים סינגור ולובינג, מתן שירותים בקהילה, העלאת מודעות וסולידריות חברתית, השתתפות בקבלת החלטות, שיתופי פעולה מחקריים, ועוד. כיוון שכך, ארגונים אלו ממלאים כיום תפקיד חשוב בדיונים מעצבי מדיניות ומשפיעים על הדיון הציבורי. פעילות זאת מעוררת שאלות חשובות, תיאורטיות ופרקטיות, בהיבטים חברתיים, ממשליים וארגוניים.

ארגונים לאנשים עם מוגבלויות מייצגים את הצרכים, הרצונות והאינטרסים של קבוצות מטופלים ספציפיות, ועדיין, מעט מאוד ידוע על הדינמיקות התרבותיות והארגוניות הכרוכות בפעילותם.

מחקר איכותני זה מתמקד בעמותות למען ושל אנשים עם מוגבלות כגון: עמותות למען ושל אנשים הנמצאים על הספקטרום האוטיסטי, עמותות למען חולי דמנציה ואלצהיימר ועמותות נוספות.

במחקר נתמקד באינטרסים של קבוצות אלו, במימדיהן הארגוניים ובדינמיקות הייצוג הרלוונטיות (לדוגמה: אלו אינטרסים משתקפים בפעילותן ובהחלטותיהן של הקבוצות והאופן בו הן מתמודדות עם הייצוגים השונים פוטנציאלית של חבריהן). בהמשך לכך, במסגרת הפרוייקט נפתח המשגה תיאורטית של המושגים: "אוטונומיה קולקטיבית", "ייצוג קולקטיבי" ו"רצון קולקטיבי".

על מנת לחקור את האופנים בהם העמדות המשתקפות בארגונים לאנשים עם מוגבלויות מושפעות גם מגורמים תרבותיים והקשרים ארגוניים, במחקר זה נבצע גם השוואה בין-תרבותית בין עמדותיהם של ארגונים גרמניים למקביליהם הישראליים. 

 

מיקוד מחקרי

בתקופה האחרונה מתקיים דיון ער של בעלי עניין שונים בנושא מוסד האפוטרופסות. דיון זה הוא בעל רלוונטיות לארגונים לאנשים עם מוגבלויות המייצגים ומתמודדים עם האיזון המורכב בין בעלי עניין ועמדות שונים.

נושא זה מהווה מקרה-מחקר הממקד סוגיות רבות הקשורות לשאלות בסיסיות של ייצוג בהקשר של בעלי מוגבלות, ועל כן, ישמש כנקודת מוצא לדיון בשאלות אלו של ייצוג כמו גם של דינמיקות ארגוניות ותהליכי קבלת ההחלטות.
