The Center operates in four directions:
- Organizing discussion teams.
- International workshops and conferences.
- Initiating inter-disciplinary research projects and laboratory facilities.
- Establishing working relations with international organizations and research institutes dealing with water issues.

The center has established the following discussion groups:
- Dryland water sources.
- The dryland water cycle
- Groundwater in the Negev and Arava
- Water Geochemistry in the Negev and Arava
- Water-Desert-Society.
- Desert Eco-hydrology.
- Urban Hydrology in the arid zone
